Taliban officials have declared medias that edicts are not strict rules per se, but simply guidelines to be kept in mind when transmitting.

The “guidelines” were set out on Sunday by the Afghan Ministry for the Prevention of Virtue and the Prevention of Vice. The decrees targeting women were among nine in total aimed at what the militant Islamic group deems immoral.

Other guidelines ban movies or TV shows that are contrary to the Islam or Afghan values, such as the representation of the Prophet Muhammad. Another directive considers the depiction of male bodies, such as an undressed torso, to be inappropriate, Reuters reported .

"New Taliban media regulations and threats against reporters reflect broader efforts to silence any criticism of the Taliban regime, "said Patricia Grossman, dHuman Rights Watch associate director for Asia, in a statement.
